Autumn of decisions - film funding reform at last?

It has been 20 months since Minister of State and Federal Government Commissioner for Culture and the Media, Claudia Roth, first presented the key points of a comprehensive reform of film funding in Germany. While important measures such as the comprehensive amendment of the film subsidy law are already working their way through the parliamentary process, the industry has been waiting in vain for other key elements of the reform. Most eagerly awaited are a tax incentive model and an investment obligation combined with a retention of rights for production companies. 

But it is not only broadcasters and streaming companies who are asking whether there is really too little production in Germany, or whether it is rather a lack of quality in German productions that are struggling on the international market. Could this important reform ultimately fail because of federalism and vested interests? Or will the federal and state governments and the industry work together to raise German film funding to a new level and make it internationally competitive?
