With the help of an idealistic scientist the mayor of a fictional town launches a spectacular experiment: instead of an expensive and pointless prison sentence, all convicts are released, re-socialised and receive therapy in order to come to terms with their past and plan their future. But the seemingly utopian concept raises questions: can justice and social peace be maintained?
